The Windward Preserve Community Development District is a local, special-purpose government entity authorized by Chapter 190 of the Florida Statutes as amended and established on January 23, 2024 by the City Council of the City of Cocoa, Florida (Brevard County) Ordinance No. 01-2024 as an alternative method of planning, acquiring, operating and maintaining community-wide improvements in planned communities.
The Windward Preserve CDD is located entirely within the City of Cocoa, Florida (Brevard County) and covers approximately 212.10 acres of land. The site is generally located south of County Road 528, west of US Highway 1, north of Lake Poinsett and east of Interstate 95.
The Charter of the District shall be as set forth in Chapter 190, Florida Statutes (2023) as created by general law. The powers and functions of the District are described in Chapter 190, Florida Statutes.
A Community Development District (CDD) provides the 'solution' to Florida's need to provide valuable community infrastructure generated by growth, ultimately without overburdening other governments and their taxpaying residents. CDDs represent a major advancement in Florida's effort to manage its growth effectively and efficiently. This allows a community to establish higher construction standards, meanwhile providing a long-term solution to the operation and maintenance of the community's facilities.
